The Two Accounts
Genesis 1 isn't telling you how everything got built. It's telling you how everything was designed. In Genesis 1 it's God, the Godhead, speaking and purposing and setting things in place. Turn the page to Genesis 2, and the name changes to LORD God, and now you see Him with His hands in the dirt, forming, planting, and building. One chapter is the blueprint. The other is the build.
You can see it in the light. On Day 1, God speaks light into being and divides it from the darkness Himself. On Day 4, He isn't making light again. He's making positions to carry it.
Genesis 1:16And God made two great lights; the greater light to rule the day, and the lesser light to rule the night: he made the stars also.
“Rule” is office language. God set up the seats before anybody ever sat in them. The light was already there, and Day 4 just built the offices that would carry it through a world that would have night in it.
Man works the same way. Genesis 1 gives us the office, man in the image of God, male and female, all in one sentence. Genesis 2 shows us a man formed from dust stepping into the earthly side of that design.
Genesis 2:7And the LORD God formed man of the dust of the ground, and breathed into his nostrils the breath of life; and man became a living soul.
That's why Genesis 1 ends with God resting and Genesis 2 starts with LORD God working. The design was finished before the building ever began, and Paul tells us exactly when that design was settled.
Ephesians 1:4According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love:
So these two chapters were never fighting each other. Genesis 1 shows you what God always intended. Genesis 2 shows you the earthly system built to hold it until Christ came and filled it.
Created and Formed
Genesis 1:1, 27In the beginning God created the heaven and the earth. So God created man in his own image, in the image of God created he him; male and female created he them.
Genesis 2:7And the LORD God formed man of the dust of the ground, and breathed into his nostrils the breath of life; and man became a living soul.
